To be honest, I am extremely skeptical, and I do not trust the idea of Market-based instruments. The idea of relaxing our environmental policy in favor of individuals and corporations deciding whats best for the environment is not very convincing. Furthermore, it may encourage those individuals and corporations who do not care about cleaning up the environment to pollute more. I am not saying it will not work, it is just too risky.
